LAKES CLASSIFICATION MEETING, MONDAY,

JANUARY 14, 2008, 5 P.M. LAW ENFORCEMENT CENTER

 

Present: Bob Lorkowski, Kathleen Seilheimer, John Styczinski Jr., Bob Wiltrout, Fred Cook, Al Lechleitner, Phil Schneider, Bob Nelson, Paula Carow, Jason Gillis, Tom Metnik, and Dale Wozniak.

 

The meeting was called to order by Chair Wiltrout at 5 PM.

 

CeCe Tesky was also present.

 

Minutes from December 10, 2007 meeting were reviewed and it was decided to wait until next month to act on them because there were several changes recommended.

 

We discussed the county board meeting comments concerning our resolutions which were presented in December.

 

Ken reviewed our budget.  We have to complete our task by June because that is when funding runs out.  Can money be rearranged to different categories from which it was budgeted?  More sampling?  Answer was probably.  Spring runoff sampling could be interesting.  We’ll put that idea on the agenda next month.  Ken will talk about the change with DNR.

 

It was suggested to add Trophic Status Index to the matrix when we present it.

 

Water quality data for Waste Management is available on a DNR website.  A summary was given to us and Ken reviewed it quickly.

 

We discussed the criteria we used to place lakes on the matrix.  Discussion about who or how the seepage, drainage or spring handles were assigned to lakes.  DNR labeled the lakes.  Source of information provided by DNR is tough for us to dispute.  We discussed the meanings of different criteria to the total result. 

 

We are operating this committee based on information that was given to us.  We do not know who for sure or how the information was generated.  Is the information correct and are we qualified to challenge DNR’s information.

 

Other counties have used this information to base this matrix on.  However, do we trust the information we were given or should we change it?  And what do we base our changes on?

 

Motion by J. Gillis, 2nd by F. Cook to remove flowages from the classification we have and to move them from the lakes system to the river system because, based on many factors they are more similar to rivers.  Motion defeated.

 

Ken reviewed the handout which explained what changes occurred when criteria was weighted.

 

Motion by P. Carow, 2nd by J. Styzinski to accept the matrix as presented with named lakes.  Discussion followed.  Motion carried on a roll call vote.  The 3 “no” votes were: F. Cook, J. Gillis, and B. Nelson.

 

Bob Wiltrout suggested that unnamed lakes be handled on a case by case basis as permits are requested within 1000’ of the lake and as needed.  Who would foot the bill for that?  CeCe commented that it would only make a difference if there were some regulations that applied specifically to the lake in question.

 

Handout by Ken is an updated from last month, trout streams are listed in current one.  Other counties have 2 different classes of streams: 1) ORW streams, and 2) all others

Members should look at it for discussion and action at next meeting.

 

J. Gillis talked with other around the county regarding unequal shoreline development enforcement.  Suggestions were that when someone sells land, that’s the time that you must restore buffer.  Currently ordinance does not require restoration – only as option for mitigation. B. Wiltrout suggest that we make recommendations to county for changes – suggests we wait for NR115 to be revised. 

 

Next meeting date will be February 11, 2008 at 5:00 p.m.
