LAKES CLASSIFICATION MEETING, MONDAY,
DECEMBER 10, 2007, 5 P.M. LAW ENFORCEMENT CENTER
Present: Bob Lorkowski, Gary Gaier, Kathleen Seilheimer, John Styczinski Jr., Bob Wiltrout, Fred Cook, Al Lechleitner, Phil Schneider, Wayne Pawlak, Bob Nelson, Paula Carow, Jason Gillis, Tom Metnik, and CeCe Tesky.
The meeting was called to order by Chair Wiltrout at 5 PM.
Motion by John Styczinski, Second by /Fred Cook to accept the minutes from the November meeting. Motion carried.
Ken’s report on water quality
Ken reviewed the final lake sampling numbers. High alkali tends to buffer the effects of phosphorus. It is a minor factor that we can’t use officially because we don’t have a number for all the lakes.

We also have some lakes which are classified as exceptional or outstanding. We’ll have to compare our classification to what DNR come up with. We should somehow make notes of DNR’s classification. Clear Lake is an example of a lake classed on both ends of the spectrum. Ken will try to find a little more history on DNR’s classification process.
River and streams have really only been classified into 2 categories by others. Ken suggests that we do the same.
What is the difference between lakes and ponds? What will we do with the unnamed lakes? Suggestion was made to have the procedure used to classify lakes spelled out very well so that as lakes are “discovered” or “have issues” they can be classed in the same manner as the original lakes.
We discussed weighting criteria. Several opinions were expressed about it. Ken and Jason will investigate further.
Sawyer County is now considering a 4th class of lakes.
Motion by J. Styzinski, 2nd by J. Gillis to forget about the 4th class. Carried
Motion by B. Lorkowski, 2nd by P. Carow for Ad Hoc Committee as a whole to work on the resolution for county board. Carried (except for Jason)
Motion by P. Carow to remove the whereas that starts we are obligated on the resolution. 2nd by W. Pawlak. Carried.
Discussion about fly-overs to detect sewage being dumped into lakes. Discussion about whether or not that would be a classification or an enforcement issue.
Motion by J. Gillis to support J. Stencil’s resolution at the $300,000 level rather than the $600,000 level. No second.
Motion by F. Cook that we submit 2 separate resolutions, 1 asking for the $50,000 for an implementation grant and the other asking for $150,000 for the enforcement of lake and stream protections. 2nd by B. Lorkowski. Carried.
Motion by B. Wiltrout/2nd by J. Styzinski to change wording of 2nd resolution to: protection of lakes and streams, rather than enforcement. Carried.
River classification is on hold until next month, as is approval of the matrix.
